FINAL COMMUNIQUE : SEVENTH ORDINARY SESSION OF THE POLITICAL BUREAU OF THE REFORM MOVEMENT

The seventh Political Bureau of the Reform Movement (MR) met on Saturday, October 09, 2021 from 12:30 p.m. to 5:40 p.m., at the party’s headquarters, located in Emombo-Yaoundé under the chairmanship of Samuel BILLONG President of the reform movement

Three (3) topics were written on the agenda:

1- Reviewing the Party’s activities since the relaunch in May 2020;

2- Examining and adopting the Manifesto of the Reform Movement on the socio-political situation of Cameroon to “get out of the crisis in the north-west and south-west regions and founding a democratic state”.

3 – General talk

The agenda was adopted by the bureau and the National President invited the Secretary General of the Party to present the results of the activities.

It emerged from the Secretary General’s statement that the due diligence aimed at revitalizing the party was carried out in accordance with the guidelines of the Political Bureau of May 2, 2020, which decided to relaunch the public activities of the Reform Movement.

These are the following activities:

1- Organising participatory talks in all regions of the country except the north-west and south-west in order to get accustomed to public opinion with the ideals of the Reform Movement.

2- Organising a seminar-workshop of the reform movement in Yaoundé, on May 23, 2020 under the theme: “Which communication tool to build a democratic alternation”

3- Presentation of greetings to the Press on Saturday, December 18, 2020 during a press lunch in Yaoundé

A tour was organized in the delegation of the Political Bureau led by the National President in the Eastern region and the three Northern regions from March 29 to April 04, 2021

5- Installation of the committees of the following divisional federations: Vina, Mfoundi, Nyong – & – Mfoumou, Boumba – & – Ngoko, Haut-Nyong, Kadey, Lom – & – Djerem, Diamaré, Mayo-Kani, Wouri, Benoué, Bamboutous, Haut-Nkam, Koung-Khi, Menoua, Mifi, Ndé, Noun, Mvila.

6- Installation in perspective of the committees of the following divisional federations: Océan, Lekié, Mbam – & – Kim, Mayo-Danay, Logone – & – Chari, Mayo-Tsanaga, Nyong – & – Kellé, Sanaga-Maritime, Nkam, Moungo

7- In addition to the divisional federations raised, the party is present in several other divisions of the country and abroad with a first section in Ivory Coast with the federation of Cameroonians residing abroad.

8- The party has given its viewpoint in the life of the Nation through its presence in the media, through press releases and correspondence addressed to public authorities. On the last aspect, the party carried out a critical analysis of the Public Private Partnership project for the automation of fourteen (14) toll stations on certain paved roads of the Cameroonian road network, a vast scam in view of the conclusions of this analysis;

Following this presentation, the President of the Party urged the General Secretariat to complete the establishment of divisional federations throughout the country and abroad by the end of the year 2022 to support the Presidents of the federations who are already appointed to continue the work initiated so that the Reform Movement remains present throughout the territory at the level of the subdivisions. Then the President read the current situation of our country where he noted the issues that undermine Cameroonian society due to the failures observed in the governance of the regime in place.

These issues can be summed up in terms of:

  • blockage of the political scene leading to a tense political climate
  • serious attacks on individual and collective freedoms, with unjustified imprisonments of political opposition figures;
  • Mismanagement of the administrative authorities that interfere in the activities of the CPDM, bringing to light the lack of professionalism in the prefectoral body and the undemocratic character of the party in power which favors what the government does.
  • Public disturbances, rebellion and destruction of property made by CPDM activists during public activities are not taken in charge by any of their perpetrators or organisers.
  • The population’s quality of life is truly reduced due to the increase in the prices of basic necessities with the complicit consent of the public authorities in charge of the sector; Low purchasing power of our fellow citizens, mostly for those who are unemployed, insecure jobs or low salaries mainly for civil servants; anarchic increase in the cost of housing, lack of social housing and the persistence of precarious housing in the countryside;
  • Inability of the public authorities to complete development projects which were initiated more than a decade ago, or even several decades, such as the 10,000 social housing units; the Douala-Yaoundé highway, the Yaoundé-Nsimalen highway, the Batschenga-Ngaoundéré road, the penetrating way from the east of Douala, the Olembe Stadium …
  • Malfunction of our health system particularly by the multiplication of medical evacuations of people who work in the government abroad and the absence of universal health insurance for poor Cameroonians who easily lose their lives for lack of care;
  • The Increase of road insecurity with the almost daily loss of our fellow citizens due to the poor quality of our roads and the complacency of the authorities in charge of controlling the quality of transport vehicles;
  • Persistence of the main cross-border insecurity with the deadly incursions of Boko Haram in the northern part of the country and sporadic unrest in the east of the country
  • The increase of victims from the violence observed in the North-West and South-West regions in recent weeks in our defense forces, dissemination of atrocious images proof of the growing dehumanization of certain actors on the ground, presentation of the increasingly sophisticated arsenal of war on each side prompted the President to reiterate his urgent call to end this unnecessary war.

The President of the Party subsequently gave the floor to the Secretary General in order to talk about the second topic of the agenda, relating to the examination and adoption of the Manifesto of the Reform Movement on the socio-political situation of Cameroon. to “get out of the crisis in the north-west and south-west regions and found a democratic state”

The Secretary General took the floor to present the report of the committee drafting this manifesto under his leadership.  Each member of the political bureau took the floor to enrich the document; at the end of these discussions, various amendments were taken into account and the final document was adopted. The decision to make this manifesto public was taken unanimously by the members present.

The National President took the floor once more and welcomed the general spirit that prevailed around the production and adoption of this Manifesto and he asked the Secretary General and the whole team of party communicators to make a broad dissemination of this important document. He also instructed the General Secretariat to quickly organize a seminar for officials of federations and party communicators for proper ownership of this manifesto.

Finally, the National President mentioned the third topic on the agenda

The general financial situation of the party was discussed.

The party communication seminar will be held on Saturday, October 30, 2021 in Yaoundé.

 

The National Council of the party which theme is “Reform Movement for the Change of Governance, the Reconstruction of Peace and National Unity” will be held from Friday 17 to Saturday 18 December 2021 in Bertoua.

The National President gave a brief account of his recent tour in West Africa.

Finally, the political bureau renewed its confidence and reaffirmed its fidelity, loyalty and unfailing support to the President of the Party.

It was in both fraternal and militant atmosphere that the President of the party closed the work of the seventh session of the Political Bureau, while wishing all participants a safe return to their families.
